Building Services Site Supervision: Specialist Site Management for Electrical, HVAC & Plumbing and controls

Even a good design is worth little if no one on site checks that it is being followed. PCM-Reichl provides site supervision for building services (MEP) service phase 8 – as specialist site management for electrical systems, HVAC & plumbing and building automation. Based in Lindau (Lake Constance) and Memmingerberg (Allgäu), we reach the region’s construction sites quickly and handle projects throughout Germany, in Austria and Switzerland, and internationally.

Scope of Services

Site supervision in service phase 8 – the scope of services under project phases

In building services (MEP), service phase 8 accounts for the largest single share of the standard fee – for good reason: the construction site is where it is decided whether a design becomes a working installation. We supervise execution for compliance with the detailed design, the specifications and the recognised rules of engineering practice – and keep quality, schedules and costs verifiably under control.

Whoever knows every routing corridor from their own model spots deviations before they are installed. That is why building services planning and supervision belong together at PCM-Reichl – on request, we also provide specialist site management as a stand-alone service.

Three trades, one depth of scrutiny

For us, specialist site management means bringing the specialist planner’s depth of judgement to every trade – not the generalist’s checklist.

Specialist site management: electrical engineering (ELT)

We check cable routing, switchboard assembly, cable containment, safety lighting as well as lightning protection and earthing against the detailed design and the relevant DIN VDE standards. We accompany the contractors’ measurements and tests in a structured manner and document the results in a verifiable form – right through to acceptance.

Specialist site management: HVAC & plumbing and mechanical services

Pipework and ductwork installation, insulation, pressure tests, flushing and hygiene records, hydraulic balancing, air-volume commissioning: we monitor the execution of system groups 1–3 so that plant rooms, shafts and access zones are built the way they were designed – installable and maintainable.

Specialist site management: MSR/eMSR and building automation

From control cabinet inspection through field devices and data point testing to functional testing in accordance with VDI 3814: we accompany the commissioning of the building automation system (BMS) until control loops, interfaces and visualisation demonstrably work – not just on paper.

Frequently Asked Questions

The two questions clients and general planners ask us most often about service phase 8.

What is the difference between general site management and specialist building services site management?

General site management – usually based with the architect or general contractor – is responsible for the project as a whole: structural works, fit-out, site rules, overarching schedules. Specialist building services site management specifically supervises the technical trades and assesses whether electrical, HVAC & plumbing and automation systems are being executed properly.

That takes specialist planning expertise: whoever is expected to assess a pressure test, a selectivity study or a data point test must master the trade. The two roles complement each other – specialist site management gives general site management the technical depth of judgement for the building services.

Why do building services (MEP) projects so often fail in service phase 8?

Because three bottlenecks converge in service phase 8: experienced site supervisors are scarce on the market, the interfaces between the trades become concentrated on site, and commissioning falls into the phase with the greatest schedule pressure.

If execution is not checked continuously against the design and the tender documents, deviations only come to light at acceptance – when corrections are expensive and responsibilities are disputed. Continuous specialist site management with structured defect and schedule management tackles exactly this: problems are solved while they are still small.

Stand-Alone Engagement

Site supervision as a stand-alone engagement – including for third-party designs

The design does not have to come from us: we also take on specialist building services site management for designs by third parties – for clients, general planners and design offices without their own phase 8 capacity. We work our way into the existing detailed design in a structured manner and take over supervision from the agreed project status – on request also as a partial service, for example for commissioning and acceptance.

Our site documentation runs digitally: inspection reports, defects, deadlines and photo documentation are recorded in a structured way and shared transparently with everyone involved. For acceptance, that means no surprises – just a well-maintained list of open items. On request, we also document the installed condition by 3D laser scan – before ceilings and shafts are closed up and for acceptance.

Frequently asked questions

Frequently asked questions about external site supervision

Can I commission building services site supervision separately if the design comes from another firm?

Yes. We also take on specialist building services site management for designs by third parties – for clients, general planners and design offices without their own phase 8 capacity. We work our way into the existing detailed design and take over supervision from the agreed project status.

Which trades do you supervise?

Electrical systems, HVAC & plumbing (heating, ventilation, cooling, plumbing) and building automation/MSR – each as specialist site management in service phase 8.

Can I commission individual parts only, such as commissioning and acceptance?

Yes. Site supervision is also available as a partial service, for example for commissioning and acceptance. We follow up defects until they are resolved.

Where do you provide site supervision?

Based in Lindau (Lake Constance) and Memmingerberg (Allgäu), we reach the region’s construction sites quickly – and handle projects throughout Germany, in Austria and Switzerland, and internationally.
